Third, the program supports efforts to increase civic engagement in Gabonese society, pointing toward initiatives that build participation, community involvement, and constructive public engagement.

The opportunity also spells out what will not be funded, which helps define the boundaries of eligible projects. Ineligible activities include partisan political programs, charitable or development activities, construction, programs supporting specific religious activities, fundraising campaigns, lobbying for legislation or specific programs, scientific research, projects intended mainly to grow or develop the applicant organization itself, and programs that duplicate existing initiatives. A strict submission rule applies: each organization may submit only one proposal, and if multiple proposals come from the same organization, all submissions from that institution will be deemed ineligible.
