Opportunity Information: Apply for NPS 17 NERO 0170

The Appalachian Trail Resource Management (FY2017) notice is a National Park Service (NPS) public announcement explaining its intent to issue a task agreement under an existing, previously justified single-source master cooperative agreement. It is not a competitive funding opportunity and not a request for applications. The anticipated arrangement is a cooperative agreement with one expected award, with an award ceiling of $74,000. The eligible applicant type listed is a 501(c)(3) nonprofit organization (excluding institutions of higher education), and the work is tied to CFDA 15.935 under the Department of the Interior, National Park Service. The notice was created on August 24, 2017, with an original closing date shown as September 2, 2017, reflecting the public notice period rather than an open application window.

The core purpose of the task agreement is to strengthen and coordinate natural and visual resource management along the Appalachian Trail through close collaboration between NPS and the Appalachian Trail Conservancy (ATC) and its network of partners and volunteers. A major emphasis is building shared program direction and capacity: ATC would work with NPS to establish common goals and objectives for resource management, including holding a multi-day retreat with NPS staff and maintaining regular coordination through conference calls and other communications. Another central theme is volunteer support and training, with ATC expected to plan and deliver workshops that equip volunteers to carry out field-based monitoring and stewardship activities, especially in areas such as rare plant monitoring, invasive species work, and phenology monitoring.

Several work elements focus on monitoring, data quality, and reporting. For rare plants, ATC would coordinate volunteers and partners to monitor priority occurrences, help roll out updated monitoring and reporting protocols, identify and report threats to the appropriate land management agencies, and compile volunteer monitoring reports. The notice specifies managing monitoring data in an MS Excel format for submission to NPS and relevant land managers, and also improving the accuracy of rare plant geospatial location information. For phenology, ATC would continue implementing a trail-adjacent phenology monitoring program by establishing and tracking monitoring sites, while also delivering interpretive and outreach programming at trail-related meetings and events to grow awareness and participation among volunteers and partners.

Invasive species work is described as an annual cycle of targeted inventory and treatment. ATC would conduct invasive species inventories in 15 priority areas each year, with priorities informed by geospatial analysis, and would support control and restoration actions consistent with trail-wide protocols and broader program goals. The agreement also calls for compiling, editing, and submitting finalized invasive inventory and control datasets to NPS. In addition, ATC would coordinate and confirm environmental compliance requirements so that restoration or vegetation management projects can proceed appropriately.

Beyond biological resources, the task agreement includes a visual resources component. ATC would work with NPS and other partners to promote the inventory, assessment, and preservation of scenic and visual resources along the trail corridor. This includes continued participation in the NPS-sponsored Enjoy the View initiative and efforts to establish an Appalachian Trail visual resources working group to coordinate this work across jurisdictions and partner organizations.

The notice also lays out support functions that connect resource management to on-the-ground trail work and program administration. ATC would assist with environmental reviews for trail rehabilitation and construction projects and provide guidance to trail clubs and volunteers on Natural Resource Priority Zones, helping ensure maintenance and construction activities align with resource protection priorities. The agreement includes authority to purchase necessary materials, supplies, and equipment to complete resource management tasks, including data collection devices and related peripherals. Communication and public engagement are also part of the scope, with ATC expected to disseminate Appalachian Trail resource information through outlets such as e-newsletters, AT Journeys magazine, The Register newsletter, and other channels.

Two additional project-focused elements are included. ATC would provide project oversight and field support for NPS Exotic Plant Management Program-funded treatment of exotic plant species at the Day Mountain Natural Heritage Area. Separately, ATC would work with NPS and other stakeholders to promote large landscape conservation through the Appalachian Trail Landscape Partnership, reflecting an intent to connect site-level actions to broader conservation strategies across the trail landscape.

Finally, the agreement emphasizes accountability, documentation, and financial tracking. ATC would document volunteer contributions across all Appalachian Trail resource management projects, reinforcing the importance of volunteer labor as a measurable program output. ATC would also prepare quarterly budget reports for regional resource management activities and deliver comprehensive year-end narrative and budget reports to NPS, summarizing accomplishments, expenditures, and progress toward the shared resource management objectives.
