Opportunity Information: Apply for EPA G2018 ORD A1

This EPA grant opportunity, titled "National Priorities: Per- and Polyfluoroalkyl Substances (PFAS)," is a discretionary research grant solicitation released by the U.S. Environmental Protection Agency under Funding Opportunity Number EPA G2018 ORD A1 (CFDA 66.511). The goal is to strengthen the science base needed to understand how PFAS affect water quality and water availability across the United States, with an emphasis on generating data that can support more defensible human health and ecological risk assessments related to PFAS in water.

The RFA is focused on closing key knowledge gaps in three broad research areas. First, EPA is looking for research on the environmental fate and transport of PFAS, specifically covering both short-chain compounds (roughly C4 to C7) and long-chain compounds (C8 and above). This includes major PFAS classes such as per- and polyfluorinated carboxylic acids, sulfonic acids, and ethers, along with the precursor chemicals that can degrade into PFAS and the transformation products that may form as PFAS move through or react within environmental media. Projects in this area would typically aim to clarify how PFAS travel through surface water, groundwater, soils, sediments, and potentially the atmosphere; how long they persist; what conditions affect their mobility; and how precursor-to-product conversion changes the types and amounts of PFAS present over time.

Second, the Agency is seeking work that improves understanding of real-world exposure for both people and ecosystems. The emphasis here is on comprehensive exposure characterization, meaning proposals could examine multiple pathways and settings rather than looking at only a single route of exposure. For humans, that could include exposure linked to drinking water sources and other water-related pathways, and for ecosystems it could involve exposure of aquatic and terrestrial organisms that interact with contaminated waters, sediments, and food webs. The intent is to improve the completeness and accuracy of exposure assessments, including identification of which PFAS are most relevant in different environments and how exposure varies across regions and populations.

Third, EPA is soliciting research that advances knowledge of PFAS toxicity and hazard, including modes of action and biological mechanisms, as well as physiologically based pharmacokinetics (PBPK) and pharmacodynamics (PD). In practical terms, this area supports studies that help explain how PFAS behave inside organisms (absorption, distribution, metabolism or transformation, and excretion), how internal doses relate to observed effects, and what biological pathways may drive harmful outcomes. The mention of hazard assessment signals an interest in results that can be translated into improved toxicity values, better extrapolation across species or life stages, and more robust risk assessment inputs overall.

Applicants are permitted to propose research that addresses any single topic area or multiple areas together, as long as the work supports development of stronger risk assessments for human and ecological exposure to PFAS in water. The opportunity anticipates a small number of relatively large awards: an expected total of 2 awards, with an award ceiling of $1,984,400. The original announcement was created on May 4, 2018, with an original closing date of June 18, 2018, and the eligibility category is listed as "Others," with further clarification referenced in the announcement (notably Section IV, which also contains submission instructions).
